Background
At the beginning of 1995 the Partner Institution (PI) - NRA applied for TACIS assistance to strengthen the capabilities of its Technical Safety Organisation (TSO) - SSTC . The present project was designed to meet these needs and the project Terms of Reference (ToR) were endorsed by the NRA on April 14th, 1997. The specific objective of the project (as per the Project Synopsis) is to provide the NRA with the tools for independent assessment of the radiological situation at the Ukrainian NPPs through enhancement of the STC’s capabilities to perform the safety analysis calculation with the use of computer codes.
The general framework of the project, as presented in the ToR, defined three tasks, each of them per area of the code's application:
- Task 1, related to the behaviour of radionuclides in the filtering system, evaporator and containment;
- Task 2, addressing the calculation of characteristics of shielding the gamma fields and beta sources;
- Task 3, devoted to calculation of shielding the neutron fluxes
Results
The ToR foresaw three project Tasks and delivery of documents, training materials and codes. All planned outputs, according to the project synopsis, have been achieved timely before the end of the contract.
Output 1 Code descriptions, user manuals for the code's application and training materials to be used for further ‘home training’ of the Ukrainian specialists have been produced.
Output 2 The training was provided in accordance with the updated time schedule. The training phases for the eight SSTC specialists have been successfully completed : ACAR and STDOS - two specialists, ORIGEN, QAD-CGGP and MORSE (SAS3) - three specialists, MCNP and TORT - three specialists.
Output 3 (Tasks 1, 2 and 3) In reference to the adaptation of the codes for the VVER type reactors, the Contractor provided the Ukrainian side with the developed specific routines and support codes for the presentation and interpretation of calculated results. The following codes and corresponding licence agreements have been delivered to the SSTC: ACARE, QAD-CGGP, ORIGEN 2.1, MCNP. During the monitoring visit the Licensing Agreement for the code TORT had not yet been received by the SSTC. (see comments in the section IV.2 ‘Overall performance by the Contractor’, subsection ‘Problems solved’).
Additionally, within the Task 1 the Contractor organised a site visit to the NPP Greifswald which is under decommissioning, to demonstrate the strategy, approach, procedures and problems of a real decommissioning, in view of the preparation for the decommissioning of the Chernobyl NPP.
Output 4 The presentation of the project outputs was held on May 13, 1999 at the premises of the SSTC. At the meeting the Ukrainian side expressed its satisfaction on the quantity and quality of the project outputs.
