Objectives

The overall objective was to provide assistance in the preparation, revision, validation, documentation interfaces and delivery requirements for the normal and emergency operating procedures at South Ukraine NPP.To this aim, the project was divided into 7 tasks:

Definition of methodology for emergency procedure development
Elaboration and verification of sample procedures
Elaboration, and verification of other procedures
Validation of all procedures
Definition of procedure licensing requirements
Review of control room design
Development of procedure management database

Results

According to the 7 objectives mentioned before, the results are summarized in the following:

Definition of methology for emergency procedure development

The guide describes how to perform all activities related to the operating procedures and include the last recommendations of the owner groups as well as man machine interface criteria

There are two different procedure guides, one for the normal operating procedures and one for the abnormal/emergency operating procedures.

Both guides are based on the requirements of the applicable national atomic energy company and SU-NPP codes, standards and procedures and take into account the applicable recommendations of international codes, standards, procedures and specifications.

Elaboration and verification of sample procedures

The general outcome of this task was to develop and verify a set of sample operating procedures. The process followed 3 steps:

establish the drafting team and exchange experiences on writing issues, in order to reach a common understanding of the elaboration guides application
establish the verification team and exchange experiences on verification issues, in order to reach a common understanding of the verification guide application
analyze experiences and comments from previous activities, in order to establish the way to proceed for the rest of procedures to be developed in this project.
Elaboration and verification of other procedures

The general objectives of these tasks were:

to draft the rest of procedures in the scope of this project
to carry out the verification of the set of operating procedures by local experts
to assess the work performed. Operating procedures were checked, to ensure that they meet all operational requirements and that they are technically accurate.
Validation of all procedures

The general result of this task is the validation of the selected set of operating procedures by local experts, following 2 steps:

validation of the set of operating procedures by local experts
check of operating procedures to ensure that they are consistent with the plant design, including that of the control room and display systems
Definition of procedure licensing requirements

This result supports South Ukraine NPP in the licensing activities related to this project with the Ukraine Regulatory Authority (NRA) by:

establishing a common basis for operating procedures licensing
definition of required documentation for procedure licensing
identification of the licensing documentation required by the authority
preparation by local experts of the licensing process of the operating procedures that were developed under this project
Review of control room design

Evaluation of the main and emergency control room design to check the possibility of the complete implementation of the operating procedures, through the following steps:

collection of the data package of control room design
evaluation of the information from control room to operator in normal operation
identification of instrumentation and physical configuration of control room reducing operator efficiency specially for abnormal plant operation and emergency scenarios
evaluation of deviations identified in the review process and indication of the recommended modifications or improvements.
Development of procedure management database

The general result of this task integrated and adapted procedures management system application for the SU-NPP through the following :

knowledge of the documentation management system of SUNPP
adaptation of the specification of the existing generic procedures management tool (PMT) with SUNPP specific criteria
adaptation of the existing software application to the specific needs of SU-NPP.
