Objectives

The objective of the project is the supply of emergency tools and equipment for equipping the Technical Crisis Centre at Novovoronezh. The list of equipment required by the Crisis Centre was developed by the Beneficiary Rosenergoatom and agreed with the European Commission services.

The equipment was divided into 5 lots for the purpose of tendering, as follows:

Lot 1: Rescue vehicle with associated equipment and accessories for emergency technical and rescue operations, radioactivity measurements and charting, radiation-safe delivery of rescue team and equipment to emergency zone in case of radiological release situations.

Lot 2: Robotechnic system: Remote controlled robot for performing visual inspection, measurement and technological operations inside nuclear power plants and outside under exposure to strong ionising radiation fields.

Lot 3: Hydraulic and Oleo-dynamic equipment for emergency technical and rescue operations: Hydraulic units, cutting tools, expanders, jacks, wrenches and other equipment.

Lot 4: Pneumatic equipment for emergency technical and rescue operations: Compressors, lifting bags, leak stoppers, pneumatic hammers, pipe cutters and other equipment.

Lot 5: Individual protection and control facilities: Various protection suits and breathing apparatus, radioactive monitoring equipment and other instrumentation.

Following the tendering some lots were combined and the equipment was purchased through three separate contracts with three suppliers, namely Protem, Industrial Marketing and Telerob. A contract was also placed with the Procurement Agent, Italtrend, for organising and performing the tender evaluation.

The present contract was for the tender evaluation.

Results

The contract was signed in August 1997 and the tender evaluation was carried out successfully with seven tenders received, each for one or more lots. Offers for all five lots were received.
