Objectives
R1.03/93
This “On-Site-Assistance”, in short “OSA”, project deals with the increase of the safety culture on the NPP. As in all other cases, the OSA was performed by an EU utility, working with a team of Western and Russian experts.
General purpose of the OSA:
Definition of safety deficits;
Proposal for remediation with or without further financial EC support;
Definition of project proposals for EC to seek financial support for the selected project(s);
Preparation of “Technical Specifications” (TS) for equipment supply projects, when a project has been adopted by EC and Minatom;
Preparation of “Technical Terms of Reference” (TOR) for service projects, if considered necessary;
Assistance to EC and Beneficiary in the procurement process to purchase the equipment;
Assistance in the implementation / installation of procured equipment.
The Utility contracted by EC for this OSA was TRACTEBEL.
R1.03/94
According to the intention of the European Union and the Russian Ministry of Atomic Power the operational safety assistance, which started with TACIS 92, continued with TACIS 94 with the same Western and Eastern Utility and NPPs. Similar to the procedure in TACIS 92 a joint Western/Eastern working team was to be set up to continue the work started in TACIS 92.
In this case Tractebel is the Consultant, contracted by EC to provide operational safety assistance to Kalinin NPP.
Results
R1.03/93
In particular in the framework of this OSA project, the Utility supported the selection, procurement and installation of the following projects:
R1.03/94A - Equipment for chemical on-line analysis of water quality in Unit 2.
R1.03/94B - Upgrade and automation of the primary water quality monitoring system.
R1.03/94C - Upgrading the 6kV power supply system.
R1.03/94D - System for inside erosion-corrosion monitoring.
R1.03/94E - Automated system for maintenance (Continuation of project 3.5/91).
R1.03/94F - Joint venture for rubber ball cleaning system manufacture in Russia.
R1.03/94G - Replacement of SG Safety Valves on unit 1.
R1.03/94H - Equipment for Diagnostic System (vibrations).
R1.03/94J - Installation of catalytic hydrogen recombiner system.

The projects, defined under the TACIS budget 1994 have been supported by the Western Utility in the following aspects:
Setting up of a Technical Specification (TS);
Agreement with EC and Beneficiary on the TS;
Assistance in the procurement process;
Assistance in custom clearance;
Assistance in installation of the equipment.
Further general assistance has been given by the Western Utility in upgrading safety culture on the NPP.

R1.03/94B - Kalinin NPP: Upgrade and automation of monitoring system for primary water quality. (Included in OSA contract) study
Objective: R1.03/94
The existing manual methodologies for analysis of pH, boric acid and other parameters in the primary circuit are unreliable and require time consuming manual calculations and interpolations.For example, samples taken from the primary loop at corresponding temperature have a significant other pH than at room temperature. Therefore a modern automatic system was considered necessary to be supplied and installed. This subject included installation of specific instrumentation for measurement of pH and conductivity of primary water.
This system must be an on-line system able to work at high temperatures.ResultThe Project has been performed as part of the OSA contract R1.03/94 signed between EC and Tractebel.
