Objectives

The objective of the contract was to prepare draft Terms of Reference (ToR) documents required for contracting, with European nuclear operators (Utilities), the TACIS 1992 programme On-Site Assistance (OSA) to Rovno and South Ukraine NPPs, which had been agreed in a meeting in Kiev in April 1993 between the EC and the Ukrainian Authorities. In addition, the ToR for ‘Emergency Procedures’ of the TACIS 1991 programme had to be drafted. The contract was placed with the Twinning Programme Engineering Group (TPEG).

The work of the consultant comprised:

  • A mission to Kiev to define, on the basis of comprehensive information supplied by the Ukrainian counterpart, the preliminary list of specific safety projects to be included in the On-Site Assistance contracts, as well as the inputs for the first draft of the ToRs of the OSA contracts. Inputs for drafting of ToRs for "Emergency procedures" (TACIS 91) were also collected.
  • Preliminary drafting of the ToRs for OSA activities.
  • Preliminary drafting of the ToR for Emergency Procedures.

The finalisation of the ToRs with the Utilities and Ukrainian counterparts, assistance to the EC in placement of contracts between the EC and the Utilities and in starting of the on-site activities, as well as the finalisation of the ToR for Emergency procedures was expected to be in the scope of a follow-up contract.

Results

The project was implemented, and the above mentioned documents were prepared and delivered, in the period between June and August 1993.
