Background

In the framework of the TACIS 1992 programme the European Commission and the Ukrainian authorities agreed to improve the operational safety of South Ukraine, Rovno and Zaporozhe nuclear power plants (NPPs) through the supply of urgently needed spare parts for foreign supplied original safety-related equipment and systems, including spare parts for a large number of valves.
EU NPP operators (Utilities) had assisted the Ukrainian counterpart in the identification of the spare parts required.
The European Commission contracted the services of a Procurement Agent (PA) to manage the entire procurement procedure for the purchase of the spare parts (see contract 22435).
In addition, at South Ukraine NPP (SUNPP) the European Commission financed the maintenance and repair of many of the safety-related valves at Units 1, 2 and 3. The maintenance and repair works were performed by the original valve suppliers Babcock-Sempell, Bopp & Reuther and Stahlarmaturen Persta, subcontracted by the main contractor DATOST Import-Export. The works were financed under 3 contracts (23303, 23304 and 23828) from June 1995 to March 1997, each contract covering a different selection of valves.

Objectives

The objective of the above mentioned contracts was to perform the maintenance and repair of a selected number of safety-related valves of the NPP during the South Ukraine NPP 'reconstruction' works of Units 1, 2 and 3.
Following disassembly and inspection of the valves, technical defects were repaired.
In order to ensure sustainability, the maintenance and repair works were undertaken by SUNPP personnel under the strict supervision of the experts of the original valve suppliers. In this way the NPP maintenance personnel were trained by the EU specialists on the correct maintenance and repair procedures.
As part of the scope of the contracts a number of special tools and equipment were also provided to the NPP.

Results

The present contract was signed on 28 June 1995 and was completed on 28 December 1995.
At the end of the contract all the repaired valves were functioning correctly and were provided with a one-year warranty by the contractor.
