Background

In the framework of the preparation for the decommissioning of the Chernobyl Nuclear Power Plant (ChNPP) several facilities for radioactive waste treatment were built under the EC TACIS Programme in the vicinity of the Nuclear Power Plant, in particular:

A Retrieval Facility for Low Level and Intermediate Level Solid Waste,
A Sorting and Processing Facility for Low and Intermediate Level Solid Waste,
A Low and Intermediate Level (short-lived) Solid Waste Engineered Near Surface Disposal Facility.
These three facilities were procured as Lots 1, 2 and 3, respectively, of a single turnkey contract (see contract 1L10/99). The three facilities were collectively known as the 'Industrial Complex for Solid Radioactive-waste Management' (ICSRM). Later, a Lot 0 (Solid and Liquid Waste Storage (SLWS) building) was added to the scope of the turnkey contract.

The preparatory work required for the tendering and contracting of these facilities, which included studies, preparation of Technical Specifications, preparation of licensing documents, assistance to ChNPP, supervision of the contracting work, etc. would be done by the Beneficiary with support of an EU On-Site Assistance Team (OSAT, later called Project Management Unit - PMU), which was established and maintained through separate TACIS contracts (see contracts 24790, 24791 and 26400).

In addition, a Procurement Agent was contracted for the tendering, contracting and contract follow-up activities of the ICSRM contract (contract 1L10/99). These Procurement Agent activities were financed, up to the provisional acceptance of the ICSRM facilities, through four separate contracts (see contracts 25058, 25062, 30350 and 102331). Following provisional acceptance of the ICSRM, the defects liability period began. The Procurement Agent was further contracted, under the present contract, to provide advisory services during this defects liability period of the ICSRM contract.

Objectives

The main objective of the present contract was for the Consultant to provide advisory services to the EC, based on FIDIC Conditions of Contract for Design-Build and Turnkey contracts, for supporting the monitoring of the Defects Liability period of the works in the framework of the ChNPP ICSRM project (contract 1L10/99).

Results

The contract was signed on 17 August 2011, initially for a duration of 6 months. The contract was extended by 3 months and was completed by 17 May 2012.

The PA discharged its duties in accordance with the contract.
