Background

Rovno NPP unit 3 is equipped with some foreign made valves. Due to difficult economic conditions, it was difficult to Rovno NPP to procure relevant spare parts.

Objectives

The present TACIS project U1.01/96C aims at providing spare parts for valves for unit 3 pressuriser and pressure accumulators, which were originally supplied by German companies Sempell and Bopp & Reuther.

Results

Preparatory phase:

Technical specifications and tender dossier were prepared by OSA utility EDF (Electricité de France) in the frame of general OSA contract U1.01/95. These TS were prepared in close cooperation with Rovno NPP and Energoatom.

These technical specifications include a list of spare parts to be used, if necessary, during maintenance of Rovno NPP unit 3. They identified equipment from Babcock Sempell and Bopp & Reuther to be procured.

Technical specifications were completed and endorsed by Energoatom and Rovno NPP in April 1997.
As only original suppliers of valves could be selected for the procurement of spare parts, a direct agreement procedure was used by EC and his procurement agent.
A supply contract was signed with Bopp & Reuther on 21st October 1998, and another one with Sempell on 16th November 1998.

Tasks performed by each contractor were the following,

  • Establishment of a work plan and a quality assurance plan
  • Delivery of maintenance documentation
  • Manufacturing of spare parts
  • Supply of spare parts at Rovno NPP
  • Support to licensing
  • Training
  • Acceptance
  • Warranty period

Other partners were involved in the implementation of the project, outside contractor’s scope:

  • Rovno NPP: validation of all steps of the project, delivery, licensing
  • Energoatom: validation of all steps of the project, licensing
  • EDF (OSA utility): general follow-up of the project, and general support, in the frame of general OSA contract U1.01/96

  • 16th November 1998: supply contract signature
  • Delivery of spare parts at Rovno NPP completed on 11th October 1999
  • On-site training in November – December 1999
  • Provisional acceptance of spare parts was issued on 19th November 1999
  • A lot of spare parts were immediately used during Rovno NPP unit 3 outage during last quarter 1999
  • Final acceptance was signed on 23rd November 1999.

Time schedule of implementation phase of BOPP & REUTHER spare parts:

  • 21st October 1998: supply contract signature
  • Delivery of spare parts at Rovno NPP completed in 2 batches: first batch on 22nd September 1999, and second batch on 15th October 1999
  • On-site training in November 1999
  • Provisional acceptance for first batch of spare parts was issued on 10th October 1999, and for second batch on 31st January 2000
  • A lot of spare parts were immediately used during Rovno NPP unit 3 outage during last quarter 1999
  • Final acceptance was signed on 31st January 2000.
