Objectives

The objective is to provide assistance to Rosenergoatom (REA) by setting up a complete Project Management Structure (PMS) for completion and upgrading the NPP Kalinin unit 3.

This structure was intended to cover:

1. All fields of Kalinin 3 Project Management.
2. Organization schemes for Project Partners.
3. Design.
4. Engineering studies.
5. Construction engineering.
6. Procurement.
7. Manufacturing.
8. Construction.
9. Erection and commissioning.
10. Licensing.
11. Management of related interfaces.
12. Management of external interfaces with Lenders and Russian Safety Authority and other authorities.
13. Defining management tools and training necessary to implement the retained Project Management Structure.

Short term actions:

  • Setting up at REA an integrated team, for this TACIS contract, consisting of REA and Kalinin NPP experts, local experts and the Adviser to the Beneficiary;
  • Assessment of past and present situation in the field of organization and responsibilities;
  • Define principles of a Project Management Structure and obtain a reasonable consensus on it from all Partners involved into this Organization;
  • Assessment of the existing quality measures versus the guideline IAEA 50 CQA and Russian Regulatory Requirements for the new Project Management Structure;
  • Defining a Project Schedule computerized tool;
  • Defining a Project Cost computerized tool;
  • Defining the scope of project information and working out the proposals on monitoring the reporting documents flow.

Planned outputs in particular were:

  • Project Management Structure (PMS);
  • Project Management Manual Proposal, covering fields of design, supply of equipment and services, on site activities up to first operation of the Kalinin 3, cost control, schedule control, quality control;
  • Project QA program Proposal for the PMS as a whole and for its elements;
  • Progress report every 2 months;
  • An Action Plan for continuing supports to the Project K3 up to first Commercial Operation;
  • Final report including Consultant Recommendations to REA for implementing the defined PMS.

Results

The project resulted in a PMS covering the elements according to the objective above.
