Objectives

This project provides assistance to the Federal Nuclear and Radiation Safety Authority of the Russian Federation (Gosatomnadzor RF) in the licensing process of the planned TACIS funded PIP at the Kalinin units in operation (R1.03/02, "Upgrading of I&C for Safety Systems Actuation and improvement of operator information"). It will complement this OSA project so that both the operator and regulator are supported by organisations from the European Union (the "2+2" approach). The industrial project R1.03/02 will complement the work done on unit 2 under the previous project R1.03/96E, with the installation of a new Computer Information System also on unit 1. The project R1.03/96E was also supplemented with a "2+2" support in the frame of the project RF/TS/31. The present project is a follow-up of the licensing related project R3.01/99 which includes licensing support to the preparatory phase (R1.03/00 PPP) of the Kalinin PIP.

Therefore, only the last licensing stages will have to be covered:

  • NLS 5: Technical Specifications for Installation and Commissioning;
  • NLS 6: Equipment manufacturing;
  • NLS 7: Equipment testing;
  • NLS 8: Installation;
  • NLS 9: Commissioning tests;
  • NLS 10: Permit to operate.

In this context, the Project Partner's needs, in terms of expert advice, cover the following specific topics:

  • Expert assessment (review of engineering documentation) for the approval of detailed technical specifications for manufacturing process as well as for installation and commissioning;
  • Expert assessment for the approval of the Testing Equipment Programme, inspection of the equipment at the manufacturer and preparation of the decision with conclusion by GAN-RF;
  • Inspection of the equipment installation, review of comprehensive installation records for comparison with the Technical Specifications Requirements and preparation of the permission to assemble the equipment;
  • Inspection of commissioning tests, review of comprehensive commissioning test records in order to show that the equipment and systems meet Technical Specifications with the conclusion by GAN-RF;
  • Expert assessment to revise a licence application, to revise operating and maintenance instructions, to adjust a licence from GAN-RF giving permission to operate.
