Background

Rosenergoatom’s system for emergency situation prevention and management consists of a few centers that are interdependent from each other. All these Centres in order to form a unified informational environment for all members of the REA’s emergency response system should be linked by telecommunication means.
External communications at the NPP during emergency situations prevention and management are based on the 3 cross-linked communication centres: On-site Emergency Centres at the NPPs, Off-site Emergency Centres in towns or places situated in vicinity to the NPPs, Information Point in the evacuation region (Further away than 30 km from NPP). The main function of the Off-Site Emergency Centre is setting up working places to carry out NPP management support in emergency situations on the basis of incoming information via optical cable and aerial communication.
The Off-Site Emergency Centres of Novovoronezh and Kursk NPPs built according to the “General Rules for Nuclear Power Plant Safety Assurance OPB-88/97” needed to be upgraded and re-equipped due to the amended and updated requirements which came into force.

Objectives

The equipment to be supplied was required to upgrade and complete the existing equipment of “Off-Site Emergency Centres” of Novovoronezh and Kursk NPP with new technical means for:

monitoring of NPP technological and radiation parameters, archiving and calculation of effects of these parameters;
video-conferencing through optical lines and local area network (LAN);
establishing connections between the off-site centre, on-site centre and Rosenergoatom crisis centre;
establishing telephone connections with organisations participating in emergency situation management.
The subject of the contract was the manufacture, delivery, installation, warranty, by the contractor, of components and spare parts for the off-site emergency centres of Novovoronezh and Kursk NPPs'.
The contract has been divided into 2 lots:
Lot 1 -Off-site emergency centre: Equipment for the system of monitoring NPP technological and radiation parameters, archiving and calculation of parameters and equipment for videoconference (including local area network (LAN) equipment);

Part A at Novovoronezh NPP
Part B at Kursk NPP, off-site emergency centre
Lot 2 - Equipment for establishing connections between the off-site, on-site and REA crisis centres

Part A at Novovoronezh NPP, off-site emergency centre
Part B at Kursk NPP, off-site emergency centre

Results

The contract was signed in November 2005 and was completed in June 2007.
The overall safety of operation of Novovoronezh and Kursk NPPs has been enhanced through the implementation of new equipment at the “Off-Site Emergency Centres” of the two NPPs.
