Background

This project fell under the activities of the Russian nuclear power plant operator, Rosenergoatom, for the development and upgrading of its Emergency Response System (ERS). This ERS forms part of the organisation which covers not only the local On-site and Off-site Emergency Centres but also the centres set up by Rosatom and Rostechnadzor used for the response to any nuclear emergency.

Within this structure the Emergency Technical Centre (ETC) of Novovoronezh plays a major role due to its geographical location and some associated local facilities.

This project comprised the supply of equipment for the intervention teams (vehicles, radiation monitoring and communications equipment, …) which had been identified as important missing components from the ETC.

The project was a follow-up to TACIS project R1.08/94 (implemented through four separate contracts – see R1.08/94), which was implemented by supply of equipment (robotic systems, hydraulic oleo-dynamic and pneumatic equipment and individual protection and control means). The rescue vehicles, identified as needed during the preparation of project R1.08/94, could not be delivered under that project due to lack of budget.

Objectives

The objective of the project was the supply of emergency tools and equipment for equipping the Emergency Technical Centre at Novovoronezh:

The equipment to be delivered was divided into 4 lots:

  • Lot 1: Delivery of 2 Rescue vehicles
  • Lot 2: Delivery of 2 Trailers
  • Lot 3: Delivery of 4 Containers, to be placed on the 2 Trailers, containing the equipment according to Lot 4 Parts 3-6 and other equipment already available at the Emergency Centre.
  • Lot 4:
    • Part 1: A set of protective equipment and communication means for the rescue vehicle N° 1
    • Part 2: A set of protective equipment and communication means for the rescue vehicle N° 2.
    • Part 3: A set of hydraulic accessories, rescue and emergency equipment and tools for first aid intervention (Container 1).
    • Part 4: A set of pneumatic accessories, rescue and emergency equipment and tools for first aid intervention (Container 2)
    • Part 5: A set of equipment needed to establish headquarters and field base camp (Container 3)
    • Part 6: A set of diving and associated equipment (Container 4)

Results

The Invitation to Tender was published on 29 September 2007. The tender submission deadline was set at 28 November and the Tender opening was on 3 December 2007.

Following evaluation of the tenders, Lot 1 was awarded to OWR AG and Lots 2, 3 and 4 were awarded to Floatdene Management Services Ltd.

The present contract (116768, for Lot 1) was signed on 23 February 2008. The equipment was delivered, installed and tested and the Provisional Acceptance Certificate was signed by the EC on 10 March 2010. The Final Acceptance Certificate was signed by the EC on 30 August 2012, after expiry of the warranty period.
