Objectives

The objective of the present project is to ensure continuity of presence of an EU nuclear operator on-site at Smolensk NPP pending the completion of the open tender procedure EuropeAid/121675/C/SV/RU launched by the European Commission in parallel. Tendering procedure EuropeAid/121675/C/SV/RU shall in fact designate the EU nuclear operator that will be in charge of the on-site assistance at SmNPP for a period of 3 years from 2006 onwards.

In the interval, the Consultant is expected to ensure the general contract management and the follow-up of the TACIS equipment supply projects that are at various stages of tendering or of implementation. No new equipment supply or any soft assistance activity will be proposed or implemented at SmNPP during this contract.

The aim of the On-Site Assistance at the SmNPP in this contract is to support the implementation of nuclear safety equipment supply projects. This is achieved by combining the experience of the Consultant with the experience and needs of the Beneficiary Country Nuclear Power Plant operator.

Results

  • 1. General Operational Assistance

The General Operational Assistance, which includes all managerial and administrative tasks and the planning of activities, facilitated a smooth and effective implementation of the project. The major part of the manpower efforts in this contract has been concentrated on the follow-up of the equipment projects (hard on-site assistance). The Consultant ensured that the Site Co-ordination Unit (SCU) maintained fully operational since the earliest stage of the contract.

  • 2 .Hard On-Site Assistance

The Consultant assisted the Commission in the supplies tendering and implementation phases for technical matters. The personnel of the beneficiary NPP must be operational when the equipment supply is installed and the final acceptance obtained.

The project has been completed, meeting the objective (8.2006).
