Objectives
According to the intention of the European Union and the Russian Ministry of Atomic Power the operational safety assistance, which started with TACIS 92, continued with TACIS 96 with the same Western and Eastern Utility and NPPs. Similar to the procedure in TACIS 92 a joint Western/Eastern working team was to be set up to continue the work started in TACIS 92. In the present case Magnox was the Consultant contracted by EC to provide operational safety assistance to Leningrad NPP.
The preparation of the following Technical Specifications was included:
The production of Technical Specifications for project R1.04/97A: Modernization of refueling machine;
The production of Technical Specifications for project R1.04/97B: Support to training facilities;
The production of Technical Specifications for project R1.04/97C: Supply of spare parts.
Results
The projects, defined under the TACIS budget 1996 have been supported by the Western Utility in the following aspects:
Setting up of a Technical Specification (TS);
Agreement with EC and Beneficiary on the TS;
Assistance in the procurement process;
Assistance in custom clearance;
Assistance in installation of the equipment.
More specific, the work performed covered the following projects:
The production of a Technical Specification for the project R1.04/97A: Fuelling Machine Control and Instrumentation. The work was foreseen to be completed under this contract when the evaluations have been finished and the final evaluation report has been produced and sent to the EC and Procurement Agent (PA). With reference to GT-TOR Appendix A1 (TACIS Procurement Procedure) it should be noted that the original contract scope did not include for procurement support during Steps 4 and 5 (contracting and implementation).
The production of Technical Specifications for the part of the project R1.04/97B (Support to the Training Facility) that deals with equipment supply. This work has been completed and the Technical Specifications have been produced. With reference to GT-TOR Appendix A1 (TACIS Procurement Procedure) it should be noted that the original contract scope did not include for procurement support during Steps 3, 4 and 5 (evaluation, contracting and implementation).
The production of Technical Specifications for the project R1.04/97C: Spare Parts. The work has been completed and the Technical Specifications have been produced.
The complete life cycle project management support of the project R1.04/96A: Control Panels. The Technical Specification has been produced and reviewed and is currently with the Task Manager.
Further general assistance has been given by the Western Utility in upgrading safety culture on the NPP.
