Background

In February 1992, a 53 million Euro Nuclear Safety TACIS Programme (the first TACIS Programme) was approved between the CIS and EC to cover safety improvement of CIS nuclear units.
The projects included in the programme are shown in the attached table "TACIS 1991 Projects list".

Objectives

For 23 of the projects included in the Programme, the EC contracted TPEG (Twinning Program Engineering Group), a consortium of Community nuclear operators and engineering organisations, to assist in preparing the technical terms of reference (ToR) required for contracting of the projects.
A strong cooperation with the CIS project partners was required for the preparation of each ToR.
The work required from the Consultant included:

Completion of the detailed project definitions with the CIS project Beneficiaries and other partners
Clarify, in cooperation with the CIS authorised parties, the availability and validity of the necessary documentation
Write the Terms of Reference
Propose criteria for the evaluation and analysis of tenders for the projects
Make proposals regarding suitable organisations to be short-listed for the calls for tender

Results

The 23 Terms of Reference were prepared under two separate contracts with TPEG: 21496 and 22094.
Contract 21496 was signed in August 1992. Six Terms of Reference were completed under this contract and preparatory work for others was also performed.
Contract 22094 was signed in June 1993. The remaining 17 Terms of Reference were completed under this contract. The contract ended in December 1993.
