Summary

In Co-operation with the Belarus authorities, especially PROMATOMNADZOR, a team of Western European experts realized an Exploratory Mission in the field of Belarus radiation protection and nuclear safety in October, 7-11, 1996, in Minsk.

Summarizing the experts identified the following main areas in need of cooperation:

  • assistance in the field of legislation and regulations,
  • assistance in simplification of the administrative and organizational structure of authorities involved in radiation protection and nuclear safety,
  • training and education, including the set-up of a national educational system in radiation protection and nuclear safety,
  • transfer of a methodology for establishing a system of notification, registration, licensing and inspection in the field of radiation protection and nuclear safety,
  • co-operation in special investigations in the field of operational radiation protection,
  • co-operation in special problems on selected installations and
  • financial assistance for the provision of special measuring equipment, dose meters, computers and installations.

These areas were recommended as a basis for the further investigations in the Belarus TACIS project with due considerations to planned and ongoing bilateral and multilateral co-operation programmes.
