Objectives

This project (MC3.01/20) was the 5th phase of the INSC Training & Tutoring (T&T) Initiative, aiming to assist non-EU Nuclear Regulatory Authorities (NRAs) and Technical Support Organisations (TSOs) in developing and maintaining competences and skills necessary to fulfil regulatory responsibilities and functions related to nuclear safety. Such assistance ultimately supports NRAs in their efforts to become competent, reasonably independent, and self-sufficient with regard to their tasks and responsibilities in terms of management and technical means. The project’s core objectives were to:

  1. Transfer European nuclear safety regulatory experience and promote internationally recognized best practices through developing and implementing a comprehensive T&T Plan consisting of training and tutoring (on-the-job training) activities to facilitate the transfer of state-of-the-art European nuclear safety regulatory experience and support the adoption of internationally recognized best practices and approaches in nuclear safety regulation.
  2. Strengthen regulatory and technical capabilities and competences of beneficiary NRAs and TSOs by ensuring the development of adequate regulatory capacities to support effective nuclear safety oversight and enhancing the knowledge, competences, and skills of NRA and TSO personnel.
  3. Promote global and regional cooperation in nuclear safety by fostering cooperation among beneficiary NRAs and TSOs through knowledge-sharing and collaboration platforms.
  4. Advance gender balance, equality and inclusivity in nuclear safety by supporting increased participation of women in the INSC T&T framework and promoting their professional growth.

By achieving these objectives, the project supported EU’s mission to promote the safe utilization of nuclear energy in a strong nuclear safety and radiation protection culture, and the application of the highest related standards in non-EU countries. The project implementation was structured around 5 tasks (i.e. working groups): 

1 task (Task 0) providing general operational assistance in project management and implementation and 4 tasks (Task 1 to Task 4) addressing specific areas aligned with the project objectives:

  • Task 1 identified the competence development needs of the beneficiary NRAs/TSOs and translated them into T&T activities. These were integrated into a T&T Programme consisting of one-week training courses held in the EU and 6 specific regions around the world as well as one-month tutoring (i.e. on-the-job training) courses held in EU NRAs/TSOs.
  • Task 2 adapted the T&T Programme to the actual implementation and managed T&T course delivery.
  • Task 3 provided quality control to ensure the continuous improvement of the course content and delivery methods throughout the implementation of the T&T Programme and monitored participant’s knowledge development and satisfaction.
  • Task 4 established and managed a T&T Alumni Network to support long-term networking and collaboration.

Objectives

  • Objective 1 was fully achieved through the development and successful implementation of 37 training courses and 23 tutoring courses, covering 19 and 12 topics, respectively, across disciplines such as nuclear safety, radiation protection, emergency preparedness and response (EPR). More than 80 renowned experts from EU NRA/TSO contributed to the development and delivery of the training courses, while 10 EU NRA/TSO hosted tutoring courses, where on-the-job trainings offered practical, hands-on experience in real work settings. Participant feedback reflected a high level of satisfaction with an average participation satisfaction index of 4.7 out of 5.0 (with no course scoring below 4.0) and an average course usefulness rating of 4.8 (out of 5.0, also reaching 4.0 for each course), confirming the T&T courses’ strong relevance for professional development and effectiveness in meeting expectations and needs. Additionally, 3 MOOCs (Massive open online courses) were developed and made available online to complement the regular T&T courses, offering foundational technical knowledge in nuclear safety, radiation protection and EPR.
  • Objective 2 was fully achieved, demonstrating the project’s strong impact on competence development. A total of 543 personnel benefitted from the T&T activities. The effectiveness and efficiency of competence development was clearly demonstrated by participant’s test performances: participants showed an average knowledge gain of 21.9% comparing precourse and post-course assessments, with 89.8% demonstrating measurable improvement as a direct result of attending the courses, indicating substantial learning progress and reflecting the relevance and impact of T&T activities. 92.9% achieved a final score of 80% or above, and 186 participants achieved the maximum score in the end-of-the course tests, underscoring a high level of knowledge acquired and a strong understanding of course content.
  • Objective 3 was largely achieved, with significant progress made in fostering global cooperation and networking among organizations involved in nuclear safety regulation. 55 NRAs and 22 TSOs, representing 46 countries across 6 regions, actively benefitted from the project through participation in T&T courses. The project provided numerous networking opportunities for building professional and personal connections and successfully engaged 55 organizations from 41 countries into the T&T Alumni Network and its LinkedIn platform.
  • Objective 4 was largely fulfilled with significant progress in promoting gender equality: 58.0% of female applicants were accepted and waitlisted from 39 countries and 52 organizations, thus ensuring broad and inclusive representation.
