In 1989 two sets of steam generator inspection systems, manufactured by a French company Intercontole, were delivered to the project partner to be operated by GP Atomenergoremont, a major maintenance company repairing radioactive circuits at the Russian NPPs. The equipment were extensively used in all other Russian VVER NPPs, but at Kola where another supplier was used. In the course of the inspections made, good relations were formed between Intercontrole and Atomenergoremont, even so that the manufacturer provided assistance sometimes free of charge. Atomenergoremont purchased in 1992 a remarkable amount of spare parts when their economical situation was better. But, the circumstances got worse quickly in 1993. Therefore in August 1993 a request was made to Rosenergoatom to approach TACIS Programme for help. The project proposal was made in October 1993 and classified as “urgent”.

The present contract was signed in late 1994 and the delivery contract with Intercontrole in July 1995, under which the delivery was to take place at the end of 1995.
Delays occurred in the delivery contract due to some equipment being late, waiting for the project partner’s information that all the necessary import permits were in place and finally waiting for the confirmation from TACIS that items identified as being of non-EU origin will be accepted. The delivery took place on 13 June 1996 and a Provisional Acceptance Certificate was signed by the project partner on 21 June 1996. The delivery contract includes some start-up assistance from Intercontrole, which has not been provided, but has been agreed with the project partner to be given when the need arises. The two sets are in intensive use and cannot be taken for training purposes, etc. at the moment.

Objectives

The Beneficiary requested spare parts for In-Service-Inspection Equipment, which has been delivered by a Western Company in the last 20 years to the Soviet Union.

An extensive list of parts to be purchased has been set up by the Beneficiary.

Results

The spare parts have been delivered in the requested scope and specification.
