Background
Due to a backlog of several TACIS equipment supply projects for Balakovo NPP (R1.02/94 E, R1.02/95 B, R1.02/96/B, R1 02/96/C-97 A, R1.02/96 D, R1.02/97 C), caused by external factors, there was an urgent need to make provisions for the proper follow-up of these projects.
In order to cater for this, an additional contract was placed with the then current OSA Consultant at Balakovo NPP.
Objectives
The specific objective of this contract was to continue the implementation of the following backlog projects of the TACIS 94, 95, 96 and 97 programmes for the Balakovo NPP: R1.02/94E, R1.02/95B, R1.02/96B, R1.02/96C/97A, R1.02/96D, R1.02/97C.
The work to be performed for these specific projects was as follows:
R1.02/94E: SG Safety Valves: Target: installation, commissioning and provisional acceptance of the safety valves in the unit 4 outage (June-July 2003).
R1.02/95B: BRU-A: Target: Approval of design documentation, completion of the manufacturing and the head sample tests.
R1.02/96B: Pilot Valves for Pressurizer Safety Valves: Target: Completion of the manufacturing, the head sample tests and the workshop acceptance.
R1.02/96C/97A: ECCS Sump Filter System: Target: Completion of the tendering and contracting phase as well as initial phase of the supply project (kick-off meeting).
R1.02/96D: Fuel Loading Machine I and C: Target: Completion of the contracting phase as well as the initial phase of the supply project (kick-off meeting).
R1.02/97C: Leakage Monitoring System: Target: endorsement of technical specifications, tendering and contracting phases.
Results
The contract was signed on 4 July 2003 and was completed by 4 January 2005.
Only the objectives related to R1.02/97C were not achieved. The Technical Specification was prepared and endorsed but the call for tender was not launched because the project was cancelled and re-programmed in the TACIS AP2003 (Project R1.02/03A). It was later successfully contracted.
